News Summary
The Round Rock City Council has approved amendments to the Arte Planned Unit Development, reducing the units from 410 to 350 to adapt to market changes. Rising construction costs prompted these adjustments, and concerns were raised about floodplain development, prompting mandatory flood analysis. Additionally, public amenities like a trail along Lake Creek are set to be included, ensuring community integration. Other council decisions included rezoning land for a church and temporary speed limit reductions for bridge construction.
Round Rock City Council Approves Changes to High-Density Housing Project
The Round Rock City Council has unanimously approved an amendment to the Arte Planned Unit Development (PUD), significantly reducing the scale of a high-density housing project located south of downtown. The decision, made on July 22, 2025, comes in response to decreased market demand and rising construction costs faced by the developer, W.B. Property Group.
The Arte PUD spans 4 acres at the intersection of S. Mays and E. Logan streets. Initially, the project was set to feature up to 19 townhomes and 410 residential units supported by a parking garage. However, the amended proposal has scaled back the total units to 350, while also cutting the number of townhomes and duplexes down to six.
Alongside the reduction in units, the updated plan has adjusted the parking requirements. It eliminates the prior mandate of having 90% of parking structured within a garage, opting instead for surface parking solutions. This change is designed to align with current market conditions and construction realities.
Concerns Raised Over Floodplain Development
To assist with flood management in the area, the city is actively constructing dams along Lake Creek, where the housing project is proposed. This infrastructure aims to better manage water release and mitigate potential flooding issues related to new developments.
Public Amenities and Other Council Decisions
The W.B. Property Group has proposed the addition of a public trail along the creek, promoting outdoor access and environmental engagement within the community, as a significant portion of the 4 acres incorporates part of Lake Creek.
The council’s agenda also included other notable planning decisions. Initial approval was granted for the rezoning of 2 acres located at 2760 Gattis School Road. The land, formerly designated as OF-1 general office, will now be classified as PF-1 public facilities low intensity zoning. This change allows Gospel Fellowship Austin to continue operating as a church at this location, which aligns with the PF-1 zoning provisions for places of worship, parks, public safety facilities, public schools, and limited public offices.
In addition, the council approved a temporary reduction in speed limits along certain roads to accommodate construction work on the Immortal Ten Bridge. The speed limit will be reduced from 35 mph to 25 mph between Nash Street and Baghdad Avenue, with construction expected to last between six to nine months. This construction will involve stabilizing retaining walls and replacing the roadway approach and sidewalks. Once the project is complete, the speed limit will revert automatically to 35 mph.
Final approval for the speed limit reduction will require a second reading by the city council, ensuring that community safety is a priority during the ongoing construction projects in Round Rock.
