Born on December 14, 1932, in Oneida, Delaware County, Iowa, Joan was the daughter of Leon Elmer and Nettie Bessie Scovel. Joan and Robert’s journey took them to California, where they resided for many years and continued their educational pursuits. Robert graduated from Western State University and College of Law in 1976, while Joan graduated from Cypress College in 1979. The couple eventually moved to Arizona, where they lived for two decades. Joan was notably elected as the Mohave County Supervisor for District II, serving for four years. She is also survived by her brother, Larry Scovel of Bloomington, IL. Joan was preceded in death by her parents, her husband Robert, a brother Neal Scovel, and a sister Joyce Scovel King.
