Liberty Hill's City Hall, where the new finance director will oversee budgeting and financial planning.
Josh Armstrong has been appointed as the new finance director of Liberty Hill, focusing on growth and financial transparency. With over 12 years of experience in city management and finance, he aims to enhance the community’s understanding of fiscal matters through regular reports while ensuring funding for essential infrastructure projects over the next several years.
Liberty Hill has appointed Josh Armstrong as the city’s new finance director as of December 2024. Armstrong, who possesses a degree in public administration from the University of North Texas, brings over 12 years of experience in finance, city management, and public administration, primarily in smaller cities. He previously served as the director of finance for the City of Justin.
In his first four months in Liberty Hill, Armstrong has expressed appreciation for the warm welcome and support from the community. He emphasizes Liberty Hill’s unique opportunity for growth and the importance of careful financial planning to take advantage of this potential. Armstrong notes that, while small cities face similar challenges as larger municipalities, they often operate with fewer resources, making efficiency and the use of technology critical for effective management.
Armstrong’s main goals as finance director center on financial transparency and reporting, aiming to build trust with both citizens and stakeholders. He plans to enhance transparency by providing the community with monthly, quarterly, mid-year, and annual financial reports. These reports are intended to keep residents informed and engaged in the city’s fiscal matters.
Looking ahead, Armstrong has outlined key objectives for Liberty Hill’s finances over the next five to ten years. His priorities include:
Despite the often daunting nature of the budget process, which he likens to assembling a complex puzzle, Armstrong finds enjoyment in it. His philosophy emphasizes the importance of community involvement in financial decision-making, advocating for consensus among citizens, stakeholders, city council members, and staff.
In his leisure time, Armstrong enjoys reading, particularly within the fantasy and sci-fi genres. He also looks forward to exploring the restaurant scene in Austin alongside his brother.
As Liberty Hill continues to navigate its growth and development challenges, the city looks to Armstrong’s leadership for direction and insight. His commitment to transparency and strategic financial management is aimed at ensuring the city remains on a sustainable growth path, meeting the needs of its residents today and into the future.
